• Urges the OECD to make a clear distinction between sectors and business sizes in its proposal
• Calls on the Commission and the Council to prepare the legal base for incorporating the outcome of an international deal into EU law and to present a legislative proposal as soon as possible
• Regrets the lack of a common approach at EU level vis-à-vis the current ongoing international negotiations
