• Urges the Commission, in particular, to create a European civic space index for monitoring civic space in the Member States
• Calls on the Member States to identify tools to promote and encourage civil society action, especially in the context of the COVID-19 pandemic
• Urges the Commission to ensure that EU funds are only awarded to organisations that are strictly independent from any government and fully adhere to EU values
